Overcoming Difficulties Together, Pursuing Development in Concert | The Group Company Held a Symposium with Representatives of Branch Company Leaders

United in purpose, united in action, united in our dreams—sharing responsibilities, advancing together, and forging a common future. On the afternoon of August 30, the Group convened a symposium for representatives of branch‑office leaders in the fourth‑floor conference hall of its headquarters, aiming to build a shared vision for development that unites all levels in overcoming challenges. The meeting was chaired by Zhang Jian, General Manager of the Group.
At the meeting, heads of key functional areas—including operations, legal affairs, finance, debt collection and recovery, and major projects—provided candid updates on core initiatives such as litigation management, cash‑flow oversight, progress in debt recovery, and project risk mitigation. They addressed challenges head‑on and outlined strategic approaches to tackle them. More than 20 branch offices and project teams, drawing on their specific operational realities, engaged in open dialogue, sharing practical insights and recommendations on market expansion, working capital management, project governance, and other pressing issues. Many units voiced strong support for the Group’s measures aimed at bolstering cash flow, thereby achieving the session’s objectives of frank communication, mutual understanding, and consensus‑building.

Yin Weidong, Party Secretary and Chairman of the Group, delivered an important address, emphasizing that the Qi’an brand, after years of development and accumulation, serves as the cornerstone for all branch companies in expanding their markets, and that the Group and its branches form a community of shared destiny. In recent years, the Group has vigorously advanced efforts to mitigate major risks, achieving decisive results in litigation management and related matters. The risk‑sharing arrangement involving Nantong Second Construction has received strong support from Party committees and governments at all levels, while debt‑transfer initiatives have progressed steadily. By maintaining prudent credit‑line management, strictly controlling internal costs, and coordinating the operation of the corporate cash pool, the Group has alleviated cash‑flow pressures; moreover, high‑performing subsidiaries such as Jinhe Optoelectronics have proactively secured independent financing, providing robust support to the Group’s liquidity. With regard to debt collection and outstanding‑account recovery, the Group has adhered to laws and regulations, ensuring accountability for any failures, and has advanced these efforts in an orderly manner under the guidance of dedicated task forces, thereby resolutely safeguarding Qi’an’s legitimate rights and interests.

To further consolidate the positive momentum in advancing our work, the Chairman outlined three key expectations for all branch offices: First, benchmark against industry leaders and align efforts to support the Group’s cash‑flow stability through concrete actions; second, deepen market penetration and seize project opportunities, underpinning the Group’s resilient growth with high‑quality performance; and third, uphold the unified brand image, demonstrating a sense of the bigger picture to safeguard Qian’an’s reputation and nurture its ongoing success. The Chairman also urged Group headquarters to continuously streamline service processes, deepen internal reforms, and deploy resources to the front lines to address practical challenges, thereby providing robust support for branches to focus on operations and expand their markets, and working together to ensure the sustained development of Qian’an’s mission.

Leaders from the Second-Level Construction Working Group, including Song Fei and Wu Xiaofei, attended the meeting and offered guiding recommendations on debt collection, litigation management, bank lending, and combating illegal activities. They encouraged all members of the group to remain confident in their development, focus on strengthening core operations, pursue both revenue growth and cost control, proactively manage risks, and work together to overcome current challenges—assuring that, through united effort, they will surely usher in a new phase of even stronger growth.

This symposium was pragmatic and in-depth, further aligning thinking and bolstering confidence. On September 16–17, the China Chemical Construction Enterprises Association held a training course on building “Quality‑Trusted Work Teams” in Chengdu, with representatives from the Group in attendance. The session featured a live lecture by Shi Jie, a senior expert of the Association.


Good News Abounds | The Group Has Secured Multiple Emerging Industry Projects in Succession

In the golden autumn season, bountiful harvests abound, and new‑generation growth sectors showcase their strength. Since August, leveraging its deep-rooted expertise and core competencies in industrial installation, the Group has successively won bids for five key projects in emerging productivity fields, with a total contract value exceeding RMB 250 million, injecting robust momentum into its resilient year‑end performance.


Two QC achievements of the Group have been awarded at the National Engineering Construction Quality Management Achievement Competition.

Recently, the China Construction Industry Association announced the results of the 2026 Engineering Construction Quality Management Team Achievement Competition. Two QC projects submitted by the Group—“Improving the First-Pass Acceptance Rate for One-Time Forming of Exterior Concrete Moldings” and “Enhancing the First-Pass Welding Acceptance Rate for Dissimilar Steels”—were awarded second and third prizes, respectively.
