Jiangsu Qian'an Creates a Wind Power Construction Miracle on the Black Earth

In November, Jiamusi is already deep into winter. On this vast expanse of northeastern black soil, the skilled construction team from Jiangsu Qian'an’s Jinhe Optoelectronics branch is braving the bitter cold to build the Taifu Energy Fujin 300-megawatt wind power project. This project stands as Heilongjiang Province’s largest wind farm in terms of single-unit capacity—and also represents the most significant wind energy project ever undertaken by Jiangsu Qian'an. As a key national initiative focused on low-carbon energy development, the project boasts a total investment of up to 1.87 billion yuan and is being executed under an EPC contract awarded to China Gezhouba Group East China Survey and Design Institute. As the project’s primary subcontractor, Jinhe Optoelectronics is tasked with overseeing four critical construction components: the construction of the accompanying step-up substation, the development of 110 kilometers of internal site roads, the installation of 440 towers spanning 120 kilometers of transmission lines, and the foundation work for 36 adjustable platform structures. Wind power construction is today’s leading direction in new energy development. Unlike conventional construction projects, it features characteristics such as "scattered points, wide coverage, and long linear extensions," making construction conditions and the environment exceptionally challenging. In this project, wind turbines are strategically placed far apart from one another—some as distant as over 60 kilometers. Workers must travel to each site, a journey that takes at least an hour and a half one way, and at least two hours round trip. Moreover, the rural roads leading to these sites are riddled with potholes and uneven terrain, adding to the logistical hurdles. On top of this, the team has encountered unusually sharp conflicts with local residents. Despite these challenges and obstacles, Project Manager Jiang Xiongfei remains confident, declaring: "Jiangsu Qian'an is fully equipped to tackle every difficulty head-on, ensuring that we complete the entire construction task on schedule as requested by the client—specifically achieving full line connectivity by December 20 and successfully connecting to the grid for power generation by year-end!" Jiangsu Qian’an’s outstanding performance has also earned high praise from China Electric Engineering Corporation’s management team.
