However, from the current inspections and problems found and the "safety production month" activities, there are still deficiencies to be improved and improved in the process of project construction, a few branches and project departments are still not vigilant ideologically, safety measures have not been fully implemented, various rules and regulations have not been resolutely implemented, and employee safety education has not sunk to the end. It is mainly reflected in the following aspects:

1、 Continue to work on the effective use of enterprise OA platform security module

2、 Continue to make efforts in staffing and integration of personnel and certificates

During the inspection of the projects contracted by various units by the group or regional companies, it is found that individual filing personnel of some projects still do not perform their duties on the construction site, or the filing personnel of different projects cross posts, and the number of full-time safety management personnel on the site is also insufficient. According to Articles 13 to 16 of the measures for the establishment of safety production management organization and the allocation of full-time safety production management personnel in construction enterprises, the minimum number of full-time safety production management personnel is required for different contracting methods such as general contracting, subcontracting and construction teams, as well as according to different scale and cost, It aims to better manage the safety of the construction site. Personnel are the basis of management. Without sufficient safety production management personnel, where can management come from?

3、 Continued efforts are needed in safety standardization

The safety standardization mentioned here is divided into two parts, one is the standardization of safety data, and the other is the standardization of safety and civilization on the construction site. The safety data of some projects are inconsistent with the site, with many defects and incompleteness, especially the dynamic data such as safety education and training, safety inspection and hidden danger rectification, special scheme, safety technical disclosure and safety acceptance. The authenticity, integrity and timeliness are not enough, and the adverse conditions have not been comprehensively improved. Safety information is not only the actual embodiment of our work, but also the evidence for the performance of our full-time safety production personnel. According to several construction accidents in China recently, the true and complete safety information is the "death free gold medal" for our due diligence and exemption. The standardization of safety and civilization on the construction site includes standardization of site layout, standardization of equipment and facilities and standardization of civilized construction. Each unit and project is required to arrange the operation site according to the project characteristics and actual situation and in combination with the safety standardization atlas issued by the group, so as to fully realize the standardization of construction and production behavior, scientific safety management, standardization of safety protection and orderly construction site, Keep up with the development and changes of the construction industry and the pace of the times.

4、 Continued efforts are needed in safety education and training

The main causes of safety production accidents are: unsafe behavior of people and unsafe state of things. People's unsafe behavior is the main cause of leading accidents. Therefore, we need to improve the safety production awareness, safety production knowledge and skills of decision makers, managers and workers, especially employees, through education and training, which is the key to hold the "red line" and fight a protracted and crucial battle of safety production. However, during the implementation of the project, from the three-level education at the site, to the morning meeting during the construction process, and then to various safety education and training, part of the purpose is to complete the data and cope with the inspection, rather than carry out targeted education according to the actual situation of the project and the on-site hazard sources, which did not achieve the expected effect.

5、 Further efforts are needed to improve the pertinence of emergency plans and drills

According to the guidelines for the preparation of emergency plans for production safety accidents of production and business operation units (GB / t29639-2020), the preparation procedures, system composition, comprehensive emergency plans, special emergency plans and on-site treatment plans of production safety accidents of production and business operation units are given. However, at present, the emergency plans prepared by various projects are only on paper, and are not prepared according to the actual situation of the project, not targeted, let alone regular drills. Each unit or project department shall organize scientific and reasonable preparation of management system, production scale, production type and possible accident characteristics according to corresponding laws, regulations and relevant standards, and regularly organize emergency rescue personnel to study and drill, so as to achieve inspection plan, training team, running in mechanism and science popularization and education.

Safety management is an important part of enterprise production management and a comprehensive system science.
