   In early November, it was learned from Document No. 3 [2025] issued by the Nantong Human Resources and Social Security Bureau—Tongrenshezhuan [2025] No. 3—that 16 employees from the Group Company—Ni Dongchen, Qin Bingyan, Gu Zhuhai, Xu Min, Liu Yunfeng, Xu Shaowei, Xu Jianhua, Mo Yanbo, Wu Lin, Zhao Ruihu, Yao Bin, Wei Wei, Gong Zhengrong, Lu Yongbo, Hong Jinxin, and Tang Yin—have successfully passed the Jiangsu Province Nantong City Senior Professional Technical Qualification (Associate Senior) evaluation for construction engineering, marking the highest-ever number of promotions in the company’s history. The Group Company has always regarded talent as the cornerstone of its development, placing great emphasis on deeply identifying and carefully nurturing its workforce. As a result, the company now boasts one of the industry’s leading numbers and quality levels of professional technical personnel, with 113 registered senior engineers currently on staff—providing a solid foundation for achieving the Group’s resilient and sustainable growth.

Additionally, on November 14, the Group Company organized and held the 2025 Annual Mid-Level Professional Title Autonomous Review Meeting for Construction Engineering Projects. Attendees included leaders from Nantong Municipal Human Resources and Social Security Bureau and Qidong Municipal Human Resources and Social Security Bureau, along with a total of eight reviewers. The meeting was chaired by Fan Hongyan, Chief Economist of the Group. During the session, Chen Yuqin, Deputy Director of the Professional Technical Division at Nantong Municipal Human Resources and Social Security Bureau, urged the autonomous review committee to move beyond the limitations of "only focusing on academic qualifications and publications," emphasizing instead the practical achievements in project management. She also highlighted the importance of closely aligning talent evaluation with the company's core business operations. Furthermore, she stressed the need to strictly adhere to relevant regulations and confidentiality agreements throughout the review process, ensuring that professional and technical personnel are evaluated objectively and fairly, thereby enhancing the reputation of Qian'an’s autonomous review system. This year’s mid-level professional title review saw 12 candidates successfully defend their cases and advance to the position of engineer, achieving an approval rate of 85.7%—meeting the expected targets.
