To Eliminate the Dispute of Salary Claim Should Start from the Source
In recent years, some units have appeared from time to time migrant workers to ask for salaries. This not only disperses the energy of production and operation, but also affects the company's good image. The main reasons are as follows: layers of subcontracting, unprofitable; low profits, poor management; lack of monitoring, unqualified construction quality; weak performance, insufficient payment, the owner can not pay the project progress payment in full and on time according to the contract offer, resulting in the wage payment of migrant workers is not in place. All this leads to salary calls. We believe that to thoroughly solve the problem of peasant workers'salary, we must pay attention to starting from the source:
1. Effectively strengthen supervision over the payment of wages for migrant workers.
In order to ensure that the full wages of migrant workers are put in place on time, all units should promptly urge branch companies and project departments to collect and complete information such as copies of identity cards, telephone numbers and bank card numbers of migrant workers and team leaders, and to set up an account for migrant workers'wages. According to the relevant provisions of the contract, relying on the labor-related name system management system, they should implement the issuance mechanism on time and in full. Pay wages to migrant workers.
2. Strictly Implementing Name-based Labor Management
"Labor name system management system" can well coordinate and solve the wage problem of migrant workers in subsidiary projects, and prevent group incidents caused by wage arrears of migrant workers. We should strictly abide by the targeted payment method of project funds established by the execution, improve the company's rapid response ability to emergencies, and create a safe, harmonious and stable social environment.
3. Innovating the Ways of Maintaining the Stability of Migrant Workers
Relying on the laboring practical name system management system, we have established the creditworthiness archives of "labor service companies", "contractors" and workers. Branches and project departments will publish the relevant information and credit situation of the labor companies and contractors who are maliciously in arrears with the wages of migrant workers. For those labor companies and contractors who are on the "blacklist", they will cancel their contracts directly.
IV. Strengthen legal publicity and strive to improve the ability of migrant workers to safeguard their rights
All business units should further strengthen the publicity of laws and regulations such as Labor Law, Labor Practice Name System Management System, etc. to effectively enhance the legal and policy awareness of migrant workers, and safeguard their rights with laws and regulations. At the same time, we should educate the peasant workers to take rational and legal means to reflect their demands and safeguard their rights and interests through proper channels. (Pang Jianwei)
