Chairman Yin Weidong's Keynote Report on "Managing Strongly and Seeking High Quality"
On February 21, with the successful completion of the Group Election Conference, the Group held another working meeting at the beginning of 2019 in the conference room on the 3rd floor of Qidong Universal Building. Yin Weidong, the chairman of the third board of directors of the Group, who has just implemented the new policy, made a report on the work with the theme of "striving to govern, strengthen control, uphold integrity, innovate and seek high quality". The chairman pointed out that 2018 was an extraordinary year in the history of Qian'an's development, and the results of the struggle were not simple and the frustrations were not easy to overcome. Around the requirements of the Seventh Seventh Shareholders'Meeting of the Second Session, the Group adheres to the general tone of "striving for progress in stability", firmly grasps the key of "seeking change, grasping transformation, preventing risks and seeking high quality", works hard, overcomes difficulties, and moves forward smoothly, achieves the objectives and tasks of the whole year, and ensures the sustained and steady development of Kai'an undertaking. Business performance is innovative in market development, company brand has been promoted in innovation, basic work has been improved in deepening management, project management has been strengthened in learning lessons. The chairman of the board of directors has made a briefing and a profound analysis of the quality accidents. He hopes that all Qian'an people must learn from them firmly.
The chairman emphasized that in 2019, the group should closely focus on the development goal of high quality and the requirements of the third board of directors, guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, keep the right track, innovate, carry forward the past, stimulate vitality, endow with high quality, work together with others and be brave in taking responsibility, and strive to promote the cause of Kai'an to develop to a high quality. The chairman also put forward the working requirements of "three confidents", handling the "three relations" well and realizing "three enhancements" earnestly. That is, to firmly pursue dream confidence, quality confidence and road confidence; to deal with the relationship between scale and benefit, speed and quality, risk and ability scientifically; to effectively enhance bottom line thinking, normative awareness and control ability. The chairman of the board of directors has put forward the annual objectives of business scale, brand building, innovation, risk prevention and control, talent building, basic management, party building culture and so on. The chairman asked the group to focus on the following six aspects of work around the above guiding ideology, working principles and objectives. First, we should be alert to the grim situation and adhere to the keynote of "striving for progress in stability". Second, we should strengthen the awareness of prevention and strictly prevent all kinds of risks; we should focus on controlling legal risks, standardizing business practices and strengthening fiscal and taxation management. Thirdly, we should strictly strengthen the management of safety and quality, conscientiously enhance the subject consciousness, strengthen the system propaganda and implementation, and strictly strengthen the project inspection. Fourthly, we should strive to consolidate the foundation of governance and strengthen the ability of management and control, strengthen the internal construction of branch companies, strengthen the management level of regional companies, strengthen the construction of talent team, implement the real-name system management in an all-round way, and improve the execution ability of group companies. Fifthly, we should uphold integrity and innovate to promote reform, consolidate the high-quality foundation, actively explore the transformation of business model, improve the mechanism of assessment, reward and punishment, and further promote the construction of wisdom. Sixth, we should encourage culture to take on the responsibility and strengthen the belief in pursuing dreams; improve political standing, highlight the leadership of Party building, pay attention to cultural edification, nourish the vitality of development, and never forget the initiative of development and advocate responsibility.

In late July, the Group emerged victorious from among numerous competing bidders, successfully securing the contract for the electromechanical installation works of a 12 GW per annum photovoltaic solar cell project, with a contract value exceeding RMB 60 million.

On July 17, teams from several central state-owned enterprises, including China Road & Bridge Corporation, CCCC Fourth Harbor Engineering Company, and Shanghai Electric New Energy, visited the Group one after another. They held in-depth discussions on topics such as bidding for overseas photovoltaic consortia and the development of domestic fish–solar complementary projects. Yin Weidong, Chairman of the Group, graciously received the delegations, while General Manager Zhang Jian, along with Deputy General Managers Song Hongliang and Cai Ting, also attended the meetings.
