Recently, the General Office of the State Council issued the "Opinions on the Implementation of the Reform of the Examination and Approval System for Construction Projects in an All-round Way" (hereinafter referred to as "Opinions").
"Opinions" pointed out that under the guidance of Xi Jinping's socialist thought with Chinese characteristics in the new era, adhere to the people-centered concept of development, firmly establish a new concept of development, with the goal of promoting the modernization of government governance system and governance capacity, and with better and faster convenience for enterprises and the masses as the orientation, increase the transformation of government functions and simplify and liberalize government. The system of examination and approval for construction projects should be reformed in an all-round way.
The Opinions put forward that the whole process and full coverage reform should be carried out for the examination and approval system of engineering construction projects. In the first half of 2019, the approval time of national engineering construction projects was reduced to less than 120 working days, and the framework of the approval system and information data platform for engineering construction projects were initially built in provinces (autonomous regions) and cities at or above the prefecture level. By the end of 2019, the approval management system for engineering construction projects and related system platforms will be interconnected and interlinked. The district continues to deepen reform, intensify reform and innovation, and improve the efficiency of examination and approval. By the end of 2020, a nationwide unified examination and approval and management system for construction projects will be basically established.

Streamlining the examination and approval process and gradually forming a nationwide unified list of examination and approval items. Joint map review and joint acceptance shall be carried out, and regional assessment and notification commitment system shall be implemented. The second is the unified information and data platform.
