The General Office of the State Council issues Opinions and comprehensively carries out the reform of the examination and approval system for construction projects

Recently, the General Office of the State Council issued the "Opinions on the Implementation of the Reform of the Examination and Approval System for Construction Projects in an All-round Way" (hereinafter referred to as "Opinions").
The Opinion points out that under the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, adhere to the people-centered concept of development, firmly establish a new development concept, take the modernization of government governance system and governance capacity as the goal, take better and faster convenience for enterprises and the masses as the guidance, increase the transformation of government functions and simplify and decentralize the power system, and comprehensively carry out the examination and approval system for construction projects. Degree reform.
The Opinions put forward that the whole process and full coverage reform should be carried out for the examination and approval system of engineering construction projects. In the first half of 2019, the approval time of national engineering construction projects was reduced to less than 120 working days, and the framework of the approval system and information data platform for engineering construction projects were initially built in provinces (autonomous regions) and cities at or above the prefecture level; by the end of 2019, the approval management system for engineering construction projects and related system platforms were interconnected and interoperable; the pilot areas continued to deepen reform and intensify reform and innovation efforts. To improve the efficiency of examination and approval. By the end of 2020, a nationwide unified examination and approval and management system for construction projects will be basically established.
The Opinions put forward that the "four unifications" should be realized in the examination and approval of engineering construction projects. One is to unify the examination and approval process. Streamlining the examination and approval process and gradually forming a nationwide unified list of examination and approval items. Rationally dividing the examination and approval stages, and implementing "one lead, parallel examination and approval, time-limited completion" in each examination and approval stage. To formulate a nationwide unified demonstration text of engineering construction project approval flow chart, and further refine the approval process at the local level. Joint map review and joint acceptance shall be carried out, and regional assessment and notification commitment system shall be implemented. The second is the unified information and data platform. Local people's governments at and above the prefecture level shall, in accordance with the principle of "horizontal to side, vertical to the end", integrate and construct the project approval management system covering all relevant local departments, districts and counties, and dock with the relevant national systems. The provincial engineering construction project approval management system should share the approval data in real time with the relevant systems of the country and the cities in the region. Third, unified examination and approval management system. Integrate all kinds of planning, build a "blueprint" of "multi-planning and integration", and coordinate the implementation of the project. Establish a comprehensive service window for engineering construction project approval, and realize "one window" to provide comprehensive services. At each stage of examination and approval, the operation mode of "one working guide, one application form, one set of declaration materials, completing multiple examinations and approvals" is implemented, and the declaration materials are integrated. Establish and improve the supporting system of examination and approval, and standardize the operation of examination and approval through a set of mechanisms. Fourth, unified supervision. Establish a new regulatory mechanism based on credit supervision, with "double random, one open" supervision as the basic means, supplemented by key supervision. Strengthen the construction of credit system and build a joint punishment mechanism of "one dishonesty and one limitation". Establish and improve the management system of intermediary services and municipal public services, and standardize intermediary and municipal public services.
The Opinions require all relevant departments to strengthen cooperation and close cooperation. Local people's governments should assume the main responsibility for the reform, formulate reform timetables and road maps, and ensure that the reform tasks are completed on time and in good quality. Those who fail to advance their work effectively and influence the reform process of the examination and approval system for construction projects, especially those who fail to complete their phased work objectives on time, should be held seriously accountable in accordance with the law and regulations.
