Recently, the General Office of the State Council issued the "Opinions on the Implementation of the Reform of the Examination and Approval System for Construction Projects in an All-round Way" (hereinafter referred to as "Opinions").
The Opinion points out that under the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, adhere to the people-centered concept of development, firmly establish a new development concept, take the modernization of government governance system and governance capacity as the goal, take better and faster convenience for enterprises and the masses as the guidance, increase the transformation of government functions and simplify and decentralize the power system, and comprehensively carry out the examination and approval system for construction projects. The Opinions put forward that the whole process and full coverage reform should be carried out for the examination and approval system of engineering construction projects. At each stage of examination and approval, the operation mode of "one working guide, one application form, one set of declaration materials, completing multiple examinations and approvals" is implemented, and the declaration materials are integrated. Establish and improve the supporting system of examination and approval, and standardize the operation of examination and approval through a set of mechanisms. Fourth, unified supervision. Establish a new regulatory mechanism based on credit supervision, with "double random, one open" supervision as the basic means, supplemented by key supervision. Strengthen the construction of credit system and build a joint punishment mechanism of "one dishonesty and one limitation". Establish and improve the management system of intermediary services and municipal public services, and standardize intermediary and municipal public services.
The Opinions require all relevant departments to strengthen cooperation and close cooperation. Local people's governments should assume the main responsibility for the reform, formulate reform timetables and road maps, and ensure that the reform tasks are completed on time and in good quality.
