The Opinion points out that under the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, adhere to the people-centered concept of development, firmly establish a new development concept, take the modernization of government governance system and governance capacity as the goal, take better and faster convenience for enterprises and the masses as the guidance, increase the transformation of government functions and simplify and decentralize the power system, and comprehensively carry out the examination and approval system for construction projects. The Opinions put forward that the whole process and full coverage reform should be carried out for the examination and approval system of engineering construction projects. The Opinions require all relevant departments to strengthen cooperation and close cooperation. Local people's governments should assume the main responsibility for the reform, formulate reform timetables and road maps, and ensure that the reform tasks are completed on time and in good quality.
