Today, when Qi'an is forging ahead, it is very important to practice the great party building spirit in the process of creating a new development process of Qi'an. To create a new course of Qi'an development and practice the great party building spirit, we must strengthen our strategic determination and follow the general tone of "seeking progress while maintaining stability". "Seeking progress while maintaining stability" is not only the strategy of governing the country, but also the strategic requirement that I have repeatedly stressed in recent years. Various economic indicators show optimized growth, and it is expected to achieve the annual economic goal.
To create a new process of Qi'an development and practice the great party building spirit, we must actively integrate into the new normal and always maintain a sense of hardship. At present, the production mode of construction industry is still relatively extensive, and there is still a big gap compared with the requirements of high-quality development. Promoting the industrialization, digitization and intelligent upgrading of construction, accelerating the transformation of construction mode and promoting the high-quality development of the construction industry are the trend of the reform and development of the construction industry. The state and industry authorities put forward new policies to promote the development of the construction industry from time to time to standardize the construction market. The "Measures for the Administration of Permits for the Installation, Repair, and Testing of Electrical Facilities" (Order No. 30 of 2025 issued by the National Development and Reform Commission) came into effect on July 1, 2025. The National Energy Administration automatically reissued electronic licenses to licensed enterprises through the National Energy Administration Qualification and Credit Information System.
