Emergency Notice of the Office of the Ministry of Housing and Construction on Organizing the Investigation of Potential Safety Dangers in Housing and Urban-Rural Construction

At present, the situation of safe production in housing and urban and rural construction is grim. The collapse of the "5.16" workshop in Changning District of Shanghai and the collapse of the roof of the "5.20" bar in Baise City of Guangxi Zhuang Autonomous Region occurred one after another, which resulted in many casualties, bad social impact and extremely painful lessons. In order to implement the decision-making plan of the Party Central Committee and the State Council, draw lessons from accidents profoundly, strengthen risk control and hidden danger remediation, and resolutely prevent accidents from occurring, the following urgent announcements are made on organizing a large-scale investigation of hidden dangers in production safety in housing and urban and rural construction fields:
I. Overall requirements
In-depth implementation of General Secretary Xi Jinping's important directive spirit on safety in production, further improvement of political standing, firm adherence to the concept of safety development, adherence to the responsibility of soil conservation, responsibility for soil conservation, conscientious responsibility for soil conservation, courage to assume and dare to act, earnestly fulfill the responsibility of supervision of safety in production, focus on preventing and resolving major risks in safety in production, and focus on eliminating hidden dangers in safety in production. We will reverse the frequent occurrence of accidents and earnestly safeguard social harmony and stability.
II. Key Points of Investigation
(1) New construction, alteration and expansion projects that fail to go through the formalities of construction permit involve decoration and decoration works of altering load-bearing columns, beams and walls.
(2) Privately constructed buildings and facilities shall be put into use without completion and acceptance.
(3) Construction hoisting machinery, high formwork support, deep foundation pit and other dangerous sub-projects on the construction site.
(4) Potential safety hazards in the operation of municipal utilities such as urban gas, water supply, drainage and sewage treatment, heat supply, bridges and the use of dangerous old houses in cities and towns.
III. Relevant Requirements
(1) Strengthen organizational leadership. Local housing and urban and rural construction authorities at all levels should have a deep understanding of the great significance of safety in production in 2019, attach great importance to the investigation and implement it in an extremely responsible manner. Leading groups for the investigation of hidden dangers in production safety, headed by leading comrades in charge, should be set up to formulate detailed work programmes, clarify the division of tasks, strengthen the implementation of responsibilities and organize work rapidly.
(2) Investigate hidden dangers item by item. Local housing and urban and rural construction authorities at all levels should urge all parties to implement the responsibility of the main body of production safety, conscientiously carry out self-inspection and self-correction, and comprehensively establish a hidden danger investigation and management desk account. The hidden dangers of production safety in this area are investigated and rectified one by one, without leaving a building or missing a piece of equipment.
(3) Strengthen accountability. Local authorities in charge of housing and urban and rural construction at all levels should investigate and punish the illegal and irregular acts found in the large-scale investigation strictly and resolutely, especially those enterprises or individuals that fail to formulate corrective measures or implement the requirements for rectification if hidden dangers are detected.
