I. General provisions and general requirements

1. Purpose: To standardize the manufacture of pipeline components and the supervision and inspection of pipeline construction.

2. Basis: "Special Equipment Safety Law", "Special Equipment Safety Supervision Regulations".

3. Scope of application:

3.1 Manufacturing supervision and inspection:

It is applicable to the supervision and inspection of the following pressure pipeline components during the manufacturing process within the specified scope of Special Equipment Catalogue:

(1) Submerged arc welded steel pipe and polyethylene pipe, excluding polyethylene pipe with metal frame and fiber reinforced polyethylene pipe.

(2) Gas pressure regulating device, temperature reducing and pressure reducing device, factory prefabricated pipe section, flow meter (shell) in component combination device.

3.2 Construction supervision and inspection:

It is applicable to the supervision and inspection of pressure pipeline (long distance pipeline, public pipeline and industrial pipeline) under construction process within the scope specified in Special Equipment Catalogue

(1) Installation process; (2) Transformation or major repair (except the construction process of emergency repair of pipelines), one-time replacement of the same medium of the total length of the pipeline is greater than 100 meters.

4. Basic requirements:

The supervision and inspection of pressure pipelines refers to the supervision and conformity verification of the manufacture of pressure pipeline components or the construction process of pressure pipelines carried out by the inspection institutions on the basis of the self-inspection of the inspected units. A supervision and inspection organ and an entity subject to inspection shall sign a supervision and inspection contract; Pressure pipe components and pressure pipes that are subject to supervision and inspection but have not been inspected or have failed to pass the supervision and inspection shall not be put into use.

5. Inspection Procedure:

Generally, it includes acceptance of application, preparation for inspection, implementation of inspection and issuing inspection certificate.

The manufacturer or construction unit (or construction unit) of pressure pipeline components shall, before manufacturing or construction, submit an application to the supervisory and inspection organ for the supervision and inspection of pressure pipelines.

6. Inspection methods:

Inspection generally adopts data review, physical inspection and on-site supervision and other methods.

7. Classification of Inspection Items:

The inspection items are classified into A, B and C categories.

Class A projects are key projects that have A significant impact on the safety performance of pressure pipelines. Inspectors should be present for inspection;

Category B projects are key projects that have a greater impact on the safety performance of pressure pipelines, and on-site supervision or physical inspection shall be carried out.

Class C items are inspection items that have an impact on the safety performance of pressure pipelines, which can be supervised and verified by reviewing data.

When the inspection item is set as class C/B, the inspectors can choose class C, and when the rules, relevant standards and design documents require on-site inspection, the inspectors should choose class B.

8. Inspection requirements:

The items, methods and requirements for the construction supervision and inspection of pressure pipeline components manufacturing and long distance pipeline, public pipeline and industrial pipeline shall conform to the special provisions, and the implementation status of the quality assurance system shall conform to the provisions of the Evaluation of the Implementation Status of the Quality Assurance System.

9, issued the inspection certificate:

After the completion of the supervision and inspection work, all the conclusions of the supervision and inspection items are in conformity with the requirements of these rules, and the supervision and inspection institution shall issue the supervision and inspection certificate of special equipment within the time limit stipulated in the supervision and inspection work agreement. For the supervision and inspection of pressure pipeline construction, the supervision and inspection certificate shall also be attached with the data sheet of pressure pipeline and the supervision and inspection report of pressure pipeline.

10. Implementation time:

These rules will come into force on September 1, 2020.

Other relevant documents and regulations issued before the implementation of these Rules, if the requirements are inconsistent with these Rules, these Rules shall prevail.

Two, industrial pipeline construction supervision and inspection special requirements

D1 Scope of application

It is applicable to the construction supervision and inspection of industrial pipelines within the scope of "Special Equipment Catalogue", and also includes the welding, heat treatment, installation, anti-corrosion, inspection, detection and test of prefabricated pipelines carried out by installation units on the construction site.

D2 Inspection items and requirements

1. Class A projects

(a) Pressure test: whether the test scheme, pressure gauge, test medium and temperature, ambient temperature, test pressure and pressure holding time, test results, test report, etc. meet the requirements of safety technical specifications and relevant standards and design documents.

(b) Alternative testing: review of the flexibility (stress) analysis of the piping system, non-destructive testing reports and negatives of not less than 50% of the total number of welded joints; Whether the process of alternative test, test medium and temperature, ambient temperature, test pressure and holding time, test results, etc. meet the requirements of safety technical specifications and relevant standards and design documents.

2. Category B projects

2.1 Material: Material mark transplantation: spot check material mark transplantation on site.

2.2 welding:

2.2.1 Welder: whether the qualification certificate of welder and the qualified items it holds meet the requirements;

2.2.2 Welding materials: whether the management of acceptance, storage, release, use and recovery of welding materials conforms to the requirements of quality assurance system documents;

2.2.3 Welding: check whether welding parameters, welding records, weld mark and appearance quality of welded joints meet the requirements.

2.3 Nondestructive testing:

2.3.1 General requirements: the implementation status of the quality assurance system of the NDT institution at the construction site;

2.3.2 Non-destructive testing personnel: Qualification certificate, practice registration certificate and qualified items of non-destructive testing personnel;

2.3.3 Radiographic test negatives: spot check and record whether the radiographic test negatives meet the requirements;

2.3.4 Spot inspection for radiographic testing: the supervisory and inspection authorities shall carry out spot inspection for the welded joints of pressure pipelines.

2.4 On-site fabrication (prefabrication) and installation: quality of welding and post-welding heat treatment of on-site prefabricated pipes.

2.5 Safety Accessories: whether the installation location, specifications and models of the safety valve, bursting disc device and emergency shut-off valve meet the requirements of the design document.

2.6 Leakage test: whether the pressure gauge, test medium and temperature, ambient temperature and test pressure meet the requirements of safety technical specifications and relevant standards, design documents and test schemes

3. Class C projects

3.1 Qualification of the inspected unit: whether the design unit, the construction unit and the nondestructive testing institution have the corresponding license (approved) qualification.

3.2 Design documents: the approval procedures of design documents, the review of construction drawings, the approval procedures of calculation statements, the approval of design changes, the adoption of design standards, and whether all kinds of inspection and tests specified in the design drawings meet relevant requirements.

3.3 Construction organization design: whether the content and approval procedures of construction organization design meet relevant requirements.

3.4 material

3.4.1 Material acceptance: the license qualification of the material manufacturer, the inspection certificate of sampling inspection for manufacturing inspection, the type test report of sampling inspection with type test requirements, the quality certificate of the material, the reinspection and nondestructive testing of the material, etc., whether they meet the requirements of the relevant technical specifications;

3.4.2 Substitution of materials: written approval document of the design company.

3.5 Valves: construction data and pressure test report of valves.

3.6 the welding

3.6.1 Welding process documents: welding process evaluation report, welding operation instruction and its approval procedure;

3.6.2 Welding materials: conformity of quality certification documents of welding materials;

3.6.3 Group pairing: the conformity of pipeline group pair records and inspection records;

3.6.4 Weld repair: whether the weld repair process, repair approval procedures, repair inspection records (reports) meet the requirements of safety technical specifications and design documents and quality assurance system documents.

3.7 Heat treatment: heat treatment process document and approval procedure, measurement verification of temperature recording instrument, spot check whether heat treatment record, report curve and hardness test report meet the requirements of safety technical specification and design document and heat treatment process.

3.8 Nondestructive testing: Nondestructive testing program; Whether the problems found in the testing process are handled in accordance with the requirements of safety technical specifications, relevant standards and quality assurance system documents; Non-destructive testing process documents and their approval procedures; Spot check NDT records and reports to see whether the timing, proportion, location, standard and qualification level of NDT meet the requirements of safety technical specifications and relevant standards and design documents.

3.9 Anticorrosion and heat preservation: quality certification documents of anticorrosion and heat preservation materials, and whether all kinds of construction records meet the requirements of safety technical specifications and relevant standards and design documents.

3.10 Crossing engineering: pipeline structure, weld layout, and whether all kinds of construction inspection records meet the requirements of relevant standards and design documents.

3.11 Safety Accessories: safety valve calibration, setting pressure, return pressure and sealing test, emergency shut-off valve performance test, etc. are in accordance with the requirements of safety technical specifications and design documents.

3.12 Leakage test: whether the leakage test method and test report meet the requirements of safety technical specifications, relevant standards and design documents.

3.13 Purge and cleaning: Purge or cleaning records shall be consistent after pressure test.

4. Category C/B projects

4.1 Materials: if there is no manufacturing license, type test or manufacturing supervision requirement in the safety technical specification, reports of spectral analysis, hardness, metallography, nondestructive testing and pressure test shall be reviewed. If necessary, on-site spot check and reinspection shall be conducted to see if the reinspection meets the requirements of the corresponding standards and design documents.

4.2 Field fabrication (prefabrication) and installation: whether the inspection and test records (reports) of pipe layout and connection mode, crossing and crossing, compensation device and support parts conform to the requirements of safety technical specifications and relevant standards and design documents.

Evaluation of the implementation status of the quality assurance system

G1 Basic requirements

The implementation status of the quality assurance system shall be evaluated on the changes of the construction unit's resource conditions, the maintenance and improvement of the quality assurance system, the implementation of the licensing system and the handling of the problems found.

G2 changes in resource conditions

Whether the personnel, workplace, equipment and facilities can meet the actual needs of the construction site.

G3 quality assurance system maintenance and improvement

Quality system documents, documents and records control, subcontractor control, equipment and facilities control, nonconforming product control, personnel training, assessment and management, quality improvement and service control and quality assurance system documents compliance.

G4 Implement special equipment licensing system

Where there are licensing requirements, the implementation of the licensing system and the use of the license management and safety technical specifications in conformity.

G5 Problems found in the process of monitoring and handling

Compliance of inspection contact sheet and inspection advice notice with quality assurance system documents, compliance of processing results with safety technical specifications, related standards and design documents. (Engineering Department)
