I have been working in the organizational system for a long time, and my main time is devoted to the construction of the grass-roots party, so today's talk mainly focuses on the enterprise party building. The theme of this session is "Party building, piloting culture, casting the soul, going forward steadily on the road of high-quality development". There are mainly two meanings: the law of enterprise development. Especially in this era, in the big environment where the Communist Party of China is the ruling party to govern the country, the development of any mature enterprise can not be separated from the guidance of party building; At the same time, in the course of enterprise development, corporate culture construction is very important. There are two words in the work - "mature enterprises stress politics, excellent enterprises stress culture". Therefore, the current orientation should shift from the original quantity growth and scale expansion to high-quality development, with quality and efficiency as the core. The development of a mature and excellent enterprise, "the soul of the Party building pilot culture is steadily growing on the road of high-quality development", is not only the general law of the current enterprise development, but also the current development trend of Qi'an Group along the way. It can also be said that it is an important experience and significant feature of the development of Qi'an Group.

What I'm going to say below is that I have carefully studied some materials about Qi'an Group, mainly focused on the experience accumulated in the development process of Qi'an and the characteristics presented, made some thinking and reported to you:

1、 Enlightenment: keep the helm steady and sail fast in the strong wind.

If Qi'an Group is compared to a large ship sailing in the tide of market economy, the current state is very appropriate to be summarized with "strong wind, steady rudder and fast boat". "Strong wind" actually refers to the vast spring breeze of reform and opening up; Strong east wind of market economy; The era horn of high-quality development. I earnestly read a review of the development of Qi'an written by the Chairman of the Board of Directors on the 100th anniversary of the founding of the Party last year, bathed in the sunshine and rain of the Party, and the enterprise developed and the individual grew along the way. Qi'an has experienced several important nodes from the development of our local state-owned enterprises step by step to the process of capital transfer. I think the development of Qi'an Group cannot be separated from the promotion of reform and opening up; The promotion of market economy mechanism; There is also the era horn of high-quality development.

As a mature enterprise transferred from a state-owned enterprise with a history of more than 60 years, our Party Committee and the Board of Directors are driven by both sides, and the Chairman and the Secretary of the Party Committee "shoulder to shoulder", playing an important leading role in the development of Qi'an Group. I think that the Party Committee and the Board of Directors are very stable in steering the course of the big ship and make correct decisions at the critical moment. Therefore, Qi'an Group adheres to the general working tone of "seeking progress in stability, seeking survival in progress, and seeking strength in survival", and has made remarkable achievements in sustainable, healthy and steady development.

Qi'an has the following four characteristics: First, it stresses politics and has a solid foundation for party building. What is politics? Politics is the concentrated embodiment of economy. The core of politics is state power. Speaking politics in enterprises means adhering to the leadership of the Party and consciously integrating into the overall economic and social development of the country. Be good at grasping major events and seizing development opportunities. I think the deep foundation of Qi'an Group's party building is mainly reflected in: (1) Qi'an Group is transferred from municipal state-owned enterprises, and there is a red gene in the blood of municipal state-owned enterprises. （2） The political consciousness of always grasping. I have carefully studied the relevant contents of Qi'an Group, and the enterprises that can put forward the concept, idea and mechanism of "three simultaneous, three in place, and three in combination" have done a complete job of party building. （3） Organizational structure of the system specification. There are branches under the Party Committee, temporary party branches in the Project Department, commandos for key attack teams, and vanguard posts for party members in small numbers. （4） A distinctive working system. This system includes "three integrations, four coverage", rich and diverse party building activities, and remarkable achievements in party building. 2、 Emphasize culture and have rich humanistic connotation. Culture is a culture rooted in the heart, a consciousness that does not need to be reminded, a freedom based on restraint, and a kind of kindness for others or the collective. Qi'an Group has the enterprise mission of "building a new world and helping the Chinese Dream". I think this is a very high position. The development of the enterprise is not closely related to the prosperity of the country; There is also the core value of "going hand in hand"; It has the enterprise spirit of "publicizing individuality, being harmonious with the team, adhering to tradition and advocating innovation". In the learning process, I saw the cultural carrier of the "Six Ones" of the enterprise: newspapers, websites, songs, annual magazines, feature films, and annual conference programs. In particular, since 1986, the Qi'an News has been published monthly without interruption, which is commendable. This also shows that enterprise leaders attach great importance to the construction of enterprise culture. 3、 Build a brand and make great achievements. For Qi'an Group, the brand is an excellent qualification and outstanding performance. Our Luban Award, National Excellence Award and other high-quality projects are not less than 100, and our industry position is outstanding. 4、 Responsible, first-class social image. A sober enterprise has responsibilities. It can clearly recognize the value of enterprise development. There is another aspect of the enterprise's responsibility in the whole process of national and social development. Whether it is donation or the connection of poverty alleviation and relief in some areas where the project is located, Qi'an has taken on important tasks at a critical juncture, such as the construction of a shelter hospital, which reflects Qi'an's responsibility.

As a local enterprise with a history of more than 60 years, Qi'an has gone through the process of hard work - reform and development - striving to be strong. The experience of Qi'an's development over the years is precious, worthy of summary, inheritance and promotion. The Chairman wrote The Glory of the Party Shines on Me and Qi'an's Growth, which I think is full of emotion and enlightening to me. At present, our international situation is relatively complex, and the downward pressure on the economy is relatively large. In particular, the epidemic since 2020, especially this year's epidemic, the accumulated contradictions in our economic and social development are accelerating, demand is shrinking, supply is impacted, and expectations are constantly weakening. The situation faced by enterprises is severe.

2、 Help Qi'an: everyone paddles the boat

If Qi'an is compared to a big ship that bravely strikes the middle stream and breaks the waves in the market economy, the Group's Party Committee and the Board of Directors are the helm of the pilot. Every Qi'an person is an unshirkable oarsman, and every Communist party member should be the backbone and pioneer of the forefront! How can we contribute to further development of Qi'an on a high platform? There are mainly several aspects:

（1） Rely on the wind and take advantage of the power -- listen to and follow the Party

1. Draw strength from the Party's innovation theory.

2. Grasp the direction from the trend of national policies.

3. Seize opportunities from the regional development pattern.

In Chairman Yin's article "The Party's Glory Shines on Me and Qi'an's Growth", there are "five whenever", which is very touching. Whenever there is a crisis in the development of the enterprise, the Party organization will timely help, adjust the team and point out the direction; Whenever the enterprise encounters a development crisis, the Party's reform and opening up policy has revived Qi'an; Whenever we encounter conflicts and confusion in the process of progress, it is the Party's decision to see the sun and the clouds disappear in time to unite people; Whenever enterprises encounter difficult problems, it is our Party that takes the initiative to solve problems and remove difficulties and obstacles on the way forward; Whenever we have made some achievements, the Party and the government will give commendation, encouragement and encouragement. From this paragraph, if we want to sum up the valuable experience of Qi'an Development, I personally believe that the first is to follow the Party's words with determination, which is an important and valuable experience of Qi'an Development that has been proven repeatedly by time. Standing at the new starting point of development, the further development of Qi'an is also inseparable from the guidance of the Party, so we call it "good to rely on the wind to borrow strength and send you to Qingyun" We can only take advantage of the strong momentum of the Party and the state in implementing the new development concept and strengthening the real economy to actively integrate into the two major cycles. Of course, now we may pay more attention to the domestic cycle. Only in this way can we take advantage of the situation and win the initiative in competition and development. A mature enterprise, an excellent entrepreneur and his management team must be proficient in business management and sensitive to political trends.

The situation at home and abroad is complex, and the so-called "the world has not changed significantly in a hundred years". Why is there such a big change? In my opinion, first, the center of the world economy is shifting from the original two sides of the Atlantic to the two sides of the Pacific, that is, the center of the world economy is shifting; Second, the political pattern is also changing; Third, the trend of anti globalization; There are also difficulties brought to the world economy by the new global epidemic. Under such a background, we should draw strength from the Party's innovation theory. We should attach importance to a new resolution adopted at the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China - the Resolution of the Central Committee of the Communist Party of China on the Significant Achievements and Historical Experience of the Party's Centennial Struggle. In the history of the Party, there were three similar resolutions. The first was the victory of the War of Resistance in 1945, the sixth plenary session of the 16th Central Committee in 1981, and the third resolution was the major achievements and historical experience since the 100th anniversary of the founding of the Party last year. What strength do we draw from the third resolution of the century? I think what is particularly important is the great process of party building, "truth and ideal", "original intention and mission", "sacrifice and struggle", loyalty to the people, etc., whether it is used for a country, a place, or an enterprise. I also learned another article of the Chairman, "Practicing the Great Party Building Spirit and Creating a New Path for Kai An Development", which proposed to adhere to the leadership of party building, maintain political quality, firm strategic determination, follow the general tone of seeking progress while maintaining stability, integrate into the new normal, and always maintain the sense of hardship. I think that as an enterprise, to have such a position and closely combine with the reality of enterprise development is to draw strength from the Party's innovation theory. Then how to grasp the direction from the national policy trend. For example, at the Central Economic Work Conference held at the beginning of the year, it was put forward that we should face three pressures, emphasize four musts, seven policies, and five correct understandings and grasp. This is very important. Qi'an is mainly engaged in construction and installation, which may be related to the general tone of seeking progress while maintaining stability, and the emphasis on the domestic market. In the "Fourteenth Five Year Plan" of the construction industry, it is said that the "Fourteenth Five Year Plan" period is an opportunity period to implement urban renewal actions and promote the construction of new urbanization; It is a critical period to accelerate the transformation and development of the construction industry. We should have a good grasp of these.

（2） Sailing can make a long voyage - build confidence, strengthen the core, and everyone can paddle a big boat. Sailing can make a long voyage. What is a sail? It is our ideal sail. In the current development process of the enterprise, I think confidence and the core competitiveness of our enterprise are the keys to our ability to sail. If I want to sum up the two experiences of Qi'an's development, I think they are: having an ideal and pursuing unremittingly, which is a valuable experience of Qi'an Ansheng's continuous development. The Group has developed step by step, and its qualification is getting higher and higher, but the process is hard, which is a struggle. In the face of such a complex economic downturn, how can enterprises build confidence to strengthen their core competitiveness? I think there are the following points: political guidance and cultural soul shaping are integrated. A mature enterprise must be political, and should convey the voice of the Party to every project department and every employee. It is necessary to run through the decisions of the Board of Directors and the Party Committee, unify ideas, and at the same time, subtly integrate spiritual strength through cultural construction. Career development and personal growth are mutually successful. All comrades of Qi'an, especially Party members and employees, should strengthen the awareness of developing the community. The so-called community is a community of responsibility, a community of development, and a community of interests.

（3） Strive to be the first -- make contributions and create first-class. If I summarize the third experience of Qi'an's development, I think that it is another valuable experience of Qi'an's development from weak to strong that the party building leads, the interaction between the party and the masses, and the deep integration. How can we share our concerns for the development of the enterprise? １. The branch follows the project. Play a role as a battleground in implementing the decisions of the Party Committee, organizing and mobilizing Party members, educating and guiding the masses, and promoting project construction. ２. Party members lead the masses. Play a vanguard and exemplary role in taking the lead in responding to the call, taking the lead in taking responsibility, overcoming difficulties, and maintaining safety. ３. The crowd revolved around the center. It plays a role as a bridge in responding to the guidance of Party building, invigorating cultural activities, enriching spiritual life and solving the worries behind.

（4） Be brave but not lazy - know the difficulties and be good at taking responsibility. The General Secretary said that the great rejuvenation of the Chinese nation could not be achieved easily by beating gongs and drums, nor could it be achieved overnight. In a word, happiness comes from struggle. The General Secretary also said that we should answer the basic question of where to come from and where to go. In fact, Qi'an Group also needs to think about this problem. For example, where did we come from, what basis did we develop from, what course we have gone through, what achievements we have made, and where will we go in the future. A political party should think about this problem, as should a mature enterprise.

On March 30 of this year, the company issued a notice on carrying out a major ideological discussion, which took one month to focus on five aspects. I think it is very necessary under the current situation. The issue is very targeted. In fact, this great discussion has achieved the goal of keeping the theme of the mission in mind. The materialization of the former group has very important practical significance and far-reaching strategic value. It reflects the foresight and foresight of the Group's Party Committee and Board of Directors. In another word, the enterprise leaders look forward to the long term, be prepared for danger in times of peace, and keep moving forward in the struggle. How to strengthen the sense of hardship? First of all, we should be good at taking on responsibilities, and have a sense of hardship that "we should not forget danger when we are safe, and we should not forget death when we are alive". Secondly, we should have the valuable character of "crossing the rough seas calmly, and moving forward with more difficulties". We also need to have the spirit of "seize the day and seize the day".

Finally, Qi'an Group grew up in the storm of market economy and grew up in the sharpening of system reform. In the face of the complex and changing macro environment, as long as we adhere to the Party's words, follow the Party, uphold the corporate mission of "building a new world and helping the Chinese Dream", adhere to the core value of "walking hand in hand", and promote the corporate spirit of "advocating individuality, harmony with the team, adhering to tradition, and advocating innovation", Qi'an Group will certainly be able to cut the waves and sail towards a brighter future!
