In order to more effectively promote the pre shift activities of the project, promote the implementation of safety management, strengthen the management and control of working environment, improve the safety awareness of all employees, avoid potential safety hazards and reduce the rate of safety accidents, the safety department formulated and issued the notice on strengthening the management and control of daily operation safety risks of the project department on October 12, requiring all projects to be seriously implemented. It has been implemented for more than one month, It has received positive responses from regional companies, branches and project departments, and achieved initial results. However, there are still some deficiencies in this implementation process, which need to be further improved.

1、 The form is a mere formality and has not been refined in place

From the uploaded daily operation and risk assessment forms, most project departments can well implement and carry out targeted implementation, but there are still a few project departments who are perfunctory, lack execution, and the statistics of operation parts and number of operators are not detailed enough. Therefore, it is necessary to deepen the understanding of the notice and strengthen relevant education. In addition, the form is only the first step required. Its real purpose is to break through the barriers of construction management and safety management, implement the principle of "production management must manage safety" and the supervision and inspection of full-time safety production managers, so as to make the on-site management more targeted and effective, and ensure the safety and controllability of the project while ensuring the project progress.

2、 The morning meeting floats on the surface, not deep enough

The morning meeting is about 10 minutes before work for operation arrangement and guidance, operation site risk analysis and implementation of safety measures, safety disclosure and education, inspection of operators' labor protection articles, inventory of personnel, etc. However, from the current implementation situation, the ideal effect has not been achieved, and the morning meeting is only a symbolic instruction floating on the surface. Especially for projects with mobile workers, we can't cover them all, and these workers are the biggest hidden danger of safety accidents. They don't understand the actual situation of the project, lack correct understanding of the construction site, don't get training and education, don't abide by the safety system and don't operate according to the safety regulations. We need to strengthen the effective management of the door ban system, Be sure to involve all staff in the safety morning meeting.

3、 Safety supervision and inspection were not implemented

The on-site construction management personnel did not pay attention to whether the safety measures were implemented and whether there were potential safety hazards on site while carrying out quality and process inspection, and the "one post and two responsibilities" was not really implemented; The full-time safety production management personnel did not supervise and patrol according to the risk assessment form, and the potential safety hazards, safety measures and operation behaviors of operators at the site were not effectively controlled. Especially for the implementation of large-scale dangerous projects, the prior and in-process control has not been effectively implemented.

4、 Basic quality of project safety management - five diligence

The project management personnel are at the forefront of the company's production and the first "line of defense" of the company's safety production. The quality of their work is directly related to the stability of the unit's safety production situation. Therefore, the basic quality requirements of project management personnel are very high.

1. Be diligent. We should read and learn more about laws, regulations, rules and relevant documents on safety production and various safety documents issued by the group, fully understand the spirit and requirements of the documents, improve our understanding of the importance of safety production, and actively carry out and arrange safety work in combination with the actual situation of the unit and the project. Supervise and inspect the key and difficult places of project safety production and the weak links and parts prone to accidents, and be good at seeing the problems that others can't see, so as to take corresponding targeted measures to eliminate the potential accidents in the bud.

2. Be diligent. First, I can speak. We should have a "nagging mouth", give instructions and explanations frequently, constantly warn and instill the thought of "safety first, prevention first" among front-line operators, the principle of safety before production, and the awareness of protection before doing good. Second, dare to speak. In case of "three violations", i.e. illegal command, illegal operation, violation of labor discipline and other acts, we should have the courage to point out their mistakes and order them to make corrections. We should be ruthless and seriously criticize and educate the people involved, no matter who they are. When it is found that there are deficiencies or weak links in safety management, and they can not be handled or solved by themselves, they shall have the courage to report to the leaders, including putting forward rectification opinions. Third, I can speak. We should speak expert and useful words, whether in the process of inspection, when criticizing and educating people, or in various meetings, what we say should be based on evidence, rather than just knowing what it is and why it is.

3. Good legs. In project management, good management must go deep into the production line, intuitively understand the actual situation of safety production, and formulate safety management system and specific safety measures in line with the project to avoid impracticality. Only by constantly walking can we find potential safety hazards and violations in time, solve them and stop them in time; Only by constantly walking can we understand the changes on the site with the progress of the project at any time, grasp the new situation, and know the safety production situation of the project like the back of the hand, rather than a little.

4. Brain diligence. Learn to think and find ways to solve the problems encountered on site, rather than letting it go. There are no unsolvable problems. At the same time of doing safety production work in daily work, through thinking, integrate various experiences seen, said and learned, see the essence through the phenomenon of things, summarize good practices and laws of safety production, so as to effectively guide future work and promote the further improvement of project safety management.

5. Diligent. First, if you see the hidden dangers of production safety, you should arrange to eliminate them in time, and never let the hidden dangers escape under your own hands. Second, we should do a good job in the safety production account in a timely, true and complete manner, rather than fabricating, making cars behind closed doors or writing "memoirs" in a sudden manner. The third is to turn the good practices and experiences of safety production seen in their own projects or elsewhere into words and submit them to the Qi'an newspaper. This is not only a good method for the safety officers to summarize and improve themselves, but also a powerful way to publicize the good experience and practices of safety production of the project department, so as to achieve the effect of killing two birds with one stone.

The project management is complex and changeable, and the project safety management is changing rapidly. We should work together, adhere to the "five diligence", resolutely implement the national and company safety policies, resolutely implement the safety systems and measures, and resolutely do a solid and detailed safety management, so that the safe production of the project can be effectively controlled and the safety situation of the group can be further improved.
